2.1 项目概况

浙江吉利控股集团2026年海外征信调研服务项目，旨在引进有实力、有信誉的海外征信调研服务合作伙伴，为吉利提供及时、高效、优质的征信调研支持，与吉利共同发展，现面向社会公开招标。

2.2 招标范围及期限

招标项目地点：浙江省杭州市滨江区江陵路1760号。

服务期限：2年期框架开口合同，同时保留每12个月回顾供应商过往服务质量且解除合约的权利。

服务内容：根据要求在特定国家、区域完成相关征信调研工作。

服务区域：法国、西班牙、意大利、比利时、波兰、德国、荷兰、瑞典、英国、匈牙利、白俄、俄罗斯、泰国、日本、韩国、新加坡、马拉西亚、菲律宾、越南、印度、巴西、印度尼西亚、阿联酋迪拜、哈萨克斯坦、乌兹别克斯坦等。

3 投标人资格要求获取投标企业信用报告，展现企业优势

3.1具有独立承担民事责任的能力，成立时间不少于3年，有具有独立履行合同的能力，营业执照、税务登记证在有效期内。（非大陆地区注册供应商需提供具有同等效力的证明文件）

3.2 具有良好的财务状况和信誉，健全的财务会计制度，近三年业内无重大履约问题及其他合同纠纷的情况。

3.3 公司组织结构完整，配备执行部门、财务部门、法务部门。

3.4 近年来有大型集团的类似项目经验，提供近3年类似业绩至少3份，业务覆盖能力不少于5个国家。

3.5 具备履约需要的在有效期内的海外合规资质（符合GDPR、CCPA、当地劳工/征信法规，具备合法经营与数据处理资质）。

3.6 本次招标不接受转包。

4.投标报名

4.1 凡有意参加报名的投标人，请至吉利电子招标平台（https://glzb.geely.com）注册报名，可在平台网站首页点击下载"门户操作手册"，投标人根据手册要求进行注册，企业认证完成即为注册成功。供应商根据公告项目名称，按照报名要求上传资料。未按照此方式报名的，视作无效报名。

4.2 报名截止时间：2026年4月19日23:00（北京时间）

4.3 如无法在吉利电子招标平台完成注册的，可向网页中在线客服人员反馈处理。

5 报名资料

5.1 三证合一的营业执照副本。（非大陆地区注册供应商需提供具有同等效力的证明文件）

5.3 类似项目业绩清单及证明材料（提供如合同扫描件等类似文件，须可以证明业绩的真实性，涉及机密部分可隐去）。

5.4 近三年的财务报表资料。

5.5 业务覆盖国家清单。（清单形式罗列业务可覆盖哪些国家及地区，需备注是否为直营模式。）

6 招标文件的获取

报名截止后，对所有报名单位进行资格审核，合格后推送招标文件。

2.Project Overview and Tender Scope

2.1 Project Overview

The Zhejiang Geely Holding Group Co.，Ltd. 2026　Overseas Credit Investigation Services Project aims to engage qualified and reputable overseas credit investigation service partners to provide timely, efficient, and high-quality credit investigation support to Geely, fostering mutual growth. This project is open to public tender.

2.2 Tender Scope and Duration:

Project Location: No. 1760 Jiangling Road, Binjiang District, Hangzhou, Zhejiang Province.

Service Term: A two-year framework agreement with open terms, with the right to review the supplier's past service quality every 12 months and terminate the contract.

Service Content: Conduct credit investigation work in specified countries and regions as required.

Service Regions: France，Spain，Italy，Belgium, Poland, Germany, Netherlands, Sweden, United Kingdom, Hungary, Belarus, Russia, Thailand, Japan, South Korea, Singapore, Malaysia, Philippines, Vietnam, India, Brazil, Indonesia, UAE (Dubai), Kazakhstan, Uzbekistan, and others.

3.Qualification Requirements for Bidders

3.1 Must possess the legal capacity to independently assume civil liability; established for no less than 3 years; capable of independently fulfilling contracts; business license and tax registration certificate must be valid. (Non-mainland China registered suppliers must provide documents of equivalent validity.)

3.2 Must demonstrate sound financial status and reputation, with a complete financial accounting system; no major performance issues or contract disputes in the past three years within the industry.

3.3 Must have a complete organizational structure, including dedicated departments for execution, finance, and legal affairs.

3.4 Must have experience in similar projects with large corporations, providing at least three (3) similar project performance records from the past three years, with service coverage in no fewer than five (5) countries.

3.5 Must possess valid overseas compliance qualifications during the contract period (compliant with GDPR, CCPA, and local labor/credit regulations; hold legitimate business and data processing licenses).

3.6 Subcontracting is not permitted under this tender.

4.Tender Registration
